STORY 1: POPULAR: Covington Man Charged in Shooting Death
Tyrese Deandre Stephon Smith, 24, of Covington, is in custody on a murder charge following the shooting of 26-year-old Baron Kilpatrick on Nov. 3. The incident occurred during a gun purchase, where Kilpatrick was shot three times—twice in the chest and once in the head. He was initially taken to Piedmont Newton Hospital and later airlifted to Grady Memorial Hospital in Atlanta, where he succumbed to his injuries. According to the Covington Police Department, Kilpatrick's brother reported the shooting, stating that Kilpatrick was buying a gun from someone known as Lil Q. Smith, with a history of prior arrests, was apprehended on Nov. 7 and is currently held without bond at the Newton County Detention Center.
STORY 2: Rockdale County Juvenile Court to host National Adoption Day Event
Judge Maureen Wood, who serves as the Juvenile Court judge for Rockdale County, is organizing a court-sponsored event on November 17 to raise awareness during National Adoption Month. The event aims to educate attendees about the adoption process and how the foster care system works in Rockdale County. The initiative is crucial as Rockdale County faces a shortage of foster and adoptive homes within the community. Currently, the county has 62 children in foster care, with a significant number needing a permanent family. The event will provide information about legal requirements, the role of the Clerk of Courts Office, and opportunities for community involvement, such as becoming a respite resource or joining the CASA volunteer program.
STORY 3: Duck Season Opens Nov. 18
Waterfowl hunters in Georgia are gearing up for the duck hunting season, starting on November 18, as announced by the Georgia Department of Natural Resources’ Wildlife Resources Division. Notably, quota waterfowl hunts on Butler Island are suspended for the 2023 season due to weather-related delays in repairs. However, Champney waterfowl hunts remain unaffected and will proceed as scheduled. The hunting season spans from Nov. 18-26 and Dec. 9 – Jan. 28. To participate, hunters must obtain a Georgia hunting license, a Georgia migratory bird license, and a federal duck stamp. Story 4: Rutledge City Council to meet with annexation attorney to discuss process
The Rutledge City Council initiated the complex process of evaluating the annexation of significant land areas west and south of the city to protect against potential issues. In a meeting with City Attorney John Nix, the council explored three annexation methods, emphasizing the need for a service plan for the annexed areas. Nix stressed the importance of documenting the process clearly to avoid legal challenges. To assess annexation possibilities, Nix proposed consulting an attorney with annexation experience and hiring professionals for planning and community engagement. Despite the challenges, Nix expressed that a thoughtful and conscientious effort could lead to successful annexation. The council agreed to pursue these steps promptly.
Story 5: State Fire Marshal continues investigation of Covington fire
The cause of a fire that destroyed four downtown Covington businesses remains undetermined, as per the state Fire Marshal’s Office. The investigation, focusing on whether the fire was accidental or not, is ongoing, and while leads exist, final findings are pending. Insurance companies are also conducting investigations, with results expected in six months or more. The fire, which occurred on Aug. 25, affected several businesses housed in a historic 1896 brick building. The Newton County Chamber of Commerce, in collaboration with Discover Covington GA, has established the Small Business Resiliency Fund to aid affected businesses, accepting donations online or by mail.
