STORY 1: Woman Convicted in Baby Daughter's Death Cleared of All Charges
The Georgia Supreme Court has overturned the remaining charge against Cortney Bell in connection with the murder of her infant daughter, Caliyah McNabb. Previously, the Georgia Court of Appeals had overturned Bell's convictions on charges of second-degree murder and second-degree child cruelty. Bell's baby's father, Christopher McNabb, remains in jail on murder and other charges. The Supreme Court ruled that the evidence was insufficient to support Bell's conviction on the charge of contributing to the deprivation of a minor, resulting in the charge's dismissal. Bell is expected to be released from incarceration after the dismissal of this charge, though the exact timing remains unclear.
STORY 2: Man Convicted Second Time for Child Molestation
Michael Patrick Phillips, a Conyers man previously convicted on child molestation charges, has been sentenced to multiple life sentences in Newton County. Phillips was convicted on two counts of aggravated child molestation and two counts of child molestation following a trial in which the victim testified against him. Previously, he had been convicted on similar charges in both Rockdale and Newton counties. Phillips was released in 2014 after serving time for his previous convictions, subject to registering as a sex offender. After the recent conviction, he was sentenced to the maximum penalty, with life sentences for each offense to be served consecutively.
STORY 3: Woman charged in presumed hot car death of 1-year-old
A 1-year-old child's possible hot car death is under investigation by the Newton County Sheriff's Office. Ariel Jamiyla Osbey, a 29-year-old from Clarkston, has been charged with second-degree murder and false statements and writings related to her daughter's death. On October 10, emergency personnel responded to a report of cardiac arrest at a location on Georgia Highway 162 in Covington. Despite rescue efforts, the child was transported to Piedmont Newton Hospital and later died. Osbey was charged on October 12 and is currently held in the Newton County Detention Center without bond. The investigation remains ongoing.

Story 4: Halloween parade and festival returns to Town Park Tuesday
Madison's Town Park is hosting its annual Halloween parade and festival on October 31. The event welcomes ghosts, goblins, superheroes, and furry friends to join the Halloween festivities. Participants are encouraged to wear creative costumes and can take part in a costume parade, trick-or-treating, and a competitive costume contest. The parade will start at 4:30 p.m., with participants gathering at the pavilion at 4:15 p.m. Prizes will be awarded for exceptional kid and pet costumes. After the parade, ghoulish grub (hallo-weiners) will be provided, and safety vehicles will be available for kids and parents to explore. The event runs from 4:30 p.m. to 6:30 p.m.
Story 5: Rockdale Public Schools Achieves Record Graduation Rate
Rockdale County Public Schools (RCPS) achieved an all-time high graduation rate of 87.04% for the Class of 2023, surpassing the state average of 84.4%. This marks a significant increase of nearly six points over last year's rate of 81.23%. Each of the three high schools in the district contributed to this achievement, with Rockdale County High School at 87.9%, Heritage High School at 87.5%, and Salem High School at 85.5%. The RCPS graduation rate has steadily increased by over 11 percentage points since 2012 when Georgia began calculating the four-year adjusted cohort graduation rate as required by federal law. Superintendent Dr. Terry Oatts and school officials credited the collective effort and effective leadership for this significant accomplishment.
